An Authorised Treatment Facility (ATF) is a scrap yard that's been licensed by the Environment Agency to depollute and recycle end-of-life vehicles under the ELV Regulations. A 'regular scrap yard' without ATF status can accept metal, but not whole cars — and cannot legally issue you a Certificate of Destruction.
